Understand the concept

A programme report typically mixes two genuinely different kinds of content: narrative the report's author writes (what happened, why, what is planned next) and figures that should be a direct, unedited reflection of the underlying monitoring data for the report's stated period and scope. The moment those figures are manually retyped or recalculated for the report rather than pulled from the system of record, small transcription drift becomes almost inevitable across a reporting cycle.

A report's scope — which project, which period, which organizational or partner boundary — has to be applied consistently to every figure in it. A report that quietly mixes a wider or narrower scope for different sections (the whole organization's budget next to one partner's results, say) misleads a reader who reasonably assumes the whole document describes the same thing.
